Press Release Mass Notification Installation Completed
KCi was awarded the contract by U.S. Army Corps Engineers, (USACE) to provide a complete installation of the Mass Notification System, (MNS), located in California.
KCi’s personnel performed all contract management, project management, design, procurement, engineering, construction, installation, testing, and training activities to design, build, and commission the MNS under the direct supervision of USACE. During installation, KCi provided the MNS which included 2 command centers and 6 tower locations on the base. The command centers were located in two different locations to work in conjunction with each other. The command centers were installed with independent UPS systems for backup in case of loss of AC power. The Graphical Site Map was installed representing the locations of all Towers and coverage of MNS system. A design build concrete pad was designed and certified for a tower location to support 10 stack speaker arrays to withstand proper wind loads for the area. This was certified by a Professional Engineer, (PE) who was hired for this contract, to provide guidance and certification of the wind load compliance of the installation of all towers. The installation was based on the Unified Facilities Criteria (UFC) UFC 04-021-01 Design and O&M guide. All materials used in the installation of the MNS system were new and listed by U.L. or F.M. Conduit runs, wiring sizes, supports and hangers were installed in accordance with the guidelines set forth in the NFPA 70.

After the installation was completed, KCi closed out the construction phase on schedule with systems testing, commissioning, and training activities. We performed a Performance Verification Test (PVT) with USACE representative for acceptance of the system performance to the USACE specifications.
This design-build project demonstrates KCi’s ability and capability to accomplish the complete Scope of Work relating to MNS’s while meeting strict performance standards and schedule requirements. In addition, KCi’s performance on this contract illustrates the company’s ability to function as a design-build contractor, coordinate the efforts of multiple trades, and self perform the installation and integration of a mass notification system.
KCi completed the project in two phases; design and construction. During the design phase KCi completed the following:
- Site Survey. The Site Survey was conducted by the KCi Project Manager (PM) and project team in coordination with USACE. During the site survey, the PM coordinated with the installation staff for mass notification, installation access, environmental, safety, and any other issues related to the planned construction activities. The project requirements and scope were also reviewed with all stakeholders at an on-site kick-off meeting following the site visit. The KCi team collected additional data and clarified installation requirements to complete the installation per UFC. The project work plan to include the preliminary design and schedule was coordinated with all stakeholders.
- Plans Submittals: Based upon the information gathered during the site survey, the required Site Safety, Health and Accident Prevention Plan, Quality Control and Site Mobilization plans were completed and submitted.
- Design Submittals: KCi designers and engineers completed the 100% design and submittal package including all drawings for the equipment locations. The design conformed to the UFC 04-021-01 MNS Design and O&M guide.
After submittal approvals, USACE issued the Notice to Proceed (NTP) for KCi to complete the installation for the base wide mass notification system. The KCi project manager mobilized the installation team on site. KCi Field Engineers provided engineering services during construction and consulted with the USACE Project Manager as the work progressed to ensure installation schedule. The PM developed and coordinated the closeout plan. The PM and Design team coordinated the successful completion of the Performance Verification Tests for the Mass Notification System. The punch list was completed with no significant items, and the “as-builds” and system documentation was delivered. Also as part of the closeout process, KCi Field Service Engineers conducted system specific training on-site for the security operations personnel for use of the Mass Notification System.
The customer was very satisfied with KCi work on this project. The USACE representative performing the PVT was satisfied with the installation and manner of work completed.
