Project Details:
Commander Fleet Activities Yokosuka (CFAY), Japan is a United States Navy base, in Yokosuka, Japan. Its mission is to maintain and operate base facilities for the logistic, recreational, administrative support and service of the U.S. Naval Forces Japan, U.S. 7th Fleet and other operating forces assigned in the Western Pacific. CFAY is the largest strategically important U.S. Naval installation in the western Pacific. Fleet Activities Yokosuka comprises 2.3 km² (568 acres) and is located at the entrance of Tokyo Bay, 65 km (40 mi) south of Tokyo and approximately 30 km (20 mi) south of Yokohama on the Miura Peninsula in the Kantô region of the Pacific Coast in Central Honshû, Japan. The 55 tenant commands which make up this installation support WESTPAC operating forces, including principal afloat elements of the United States Seventh Fleet and Destroyer Squadron 15, including the only permanently forward-deployed aircraft carrier, USS George Washington (CVN-73).
KCi was awarded the contract via CS1 a Japanese Fire Protection Services Company. CS1 contracts with KCi to perform the supervision and technical training of the annual maintenance contract on all Radio Fire Alarm Systems installed on this facility along with 2 annex housing complexes.
KCi's personnel perform and supervise the inspections of the fire alarm systems and its associated equipment, such as manual pull stations, smoke detectors, duct smoke detectors, heat detectors, sprinkler water flow switches and supervisory tamper switches. The equipment transmissions to the Fire Dept. Head Quarter's and the Regional Dispatch Center (RDC) is confirmed and verified. Inspections are performed quarterly during the annual contract PM period. Inspections are performed to the NFPA and UFC standards for all equipment maintenance. During the performance period of the test inspections KCi Field Engineer makes necessary repairs and adjustment to all equipment being serviced during that inspection. Upon completion of the services performed a detailed test inspection report is provided with the results. Reports are forwarded to CS1, which then provides the Fire Department Headquarters - Fire Prevention Dept., Department of Public works and NAVFAC Engineers the results of all inspections and testing performed along with any service report of repairs performed during that quarterly inspection.
The KCi's Project Manager and Field Service Engineer works with CS1 site-superintendent during the annual contract. They coordinate all schedules for buildings and equipment to be serviced during each test inspection period. They coordinate all tenant notices and access required for each building. This contract is an annual contract with quarterly inspections covering one 100% test inspection. KCi is responsible for the supervision of all test inspections performed quarterly during the annual contract period.
The customer is very satisfied with KCi's performance and as part of the CFAY, RFQ specifies that KCi personnel supervise all aspects of the Preventive Maintenance Contract awarded to prime contractor.
